The Vice Chancellor is the principal executive academic and administrative officer of the University. He is responsible to the University Council and for the implementation of its decisions. The Vice Chancellor is the Ex-Officio Chairperson of the Senate and other committees, and performs all functions as conferred upon by the Tanzania Universities Act, University Charter and other legal instruments.

Professor Alfred S. Sife has been the second Vice-Chancellor of the Moshi Co-operative University (MoCU) since October 2019. Prior to this, he served as the Deputy Vice Chancellor (Academic) from March 2018 and Acting Vice Chancellor since March 2019. As Deputy Vice Chancellor (Academic), he served the chief advisor and assistant to the Vice Chancellor in academic matters, and deputized for the Vice Chancellor. Before joining MoCU, Professor Sife was the Director of the Sokoine National Agricultural Library (which is also a university library for the Sokoine University of Agriculture (SUA)) since 2014. In this capacity, he was the academic and administrative head of the Library. He also served as Deputy Director of the Institute of Continuing Education at SUA between 2011 and 2014. On various occasions, he has assumed other academic and non-academic leadership responsibilities, participated in, and/or chaired numerous committees, professional associations and boards within and outside the University. He therefore, has vast experience in administration and leadership.

Professor Sife holds Bachelor of Science in Forestry (1999) from SUA as well as Master (2003) and PhD (2010) in information studies from the University of Dar es Salaam (UDSM). He also holds Professional Certificate (2019) and Postgraduate Diploma (2020) in Savings and Credit Co-operative Society Management (SACCOS Management) from MoCU. Professor Sife started his career in 2000 as Trainee Assistant Librarian at SUA and he progressively climbed the ladder to Assistant Librarian, Librarian, Senior Librarian, Associate Library Professor and became Library Professor in 2018. He has profound interest and experience in teaching, research, library work and consultancy mainly on library science, ICT4D, scientometrics and bibliometrics, information literacy, records management as well as systems analysis and design. To-date, he has made about 90 scholarly contributions that include 63 journal articles, 19 conference papers, 5 book chapters, 1 book review and several other non-refereed writings (Citations = 1800+; h-index = 16; i10-index = 21; December 2023).
